Subject[dq] Racial Modifiers - Proposed Ammendment

I would like to put to the Agenda an amendment to the Racial Modifier change.

Racial Modifiers
A Racial Modifier that is not 1.0 will become 1.0 once the character has earned 500,000 experience
points (before EM is applied).

As per previous discussions, I feel that this calculation is more fair and balanced across the races.

Now that we've been using the Wiki for a while, I'd like to see your feedback.

Is there anything you feel that can be improved.

How can we make it easier to use?

What do you like/don't like about it.

If you're not using it, is there any reason why not .. and is there 
anything we can do to help?

Reply either on or off list, or let me know your opinions at the 
upcoming Guild meeting.

This is getting fairly messy. Lets talk about the best way to handle it.

How about:

1: Do we want to change the current situation of Racial Mods applying for a
character's entire life? Y/N
2: If 1=Y, Which of the specific proposals put forward do we like the most?
A/B/maybeC
3: Do we want to put the prefered proposal in place? Y/N

(Note that this is basically what happened for the NZ Electoral system
change.)

If 1=Y but 3=N, then we can develop more acceptable proposals.

I like it.
Nice, simple, one number to remember.
A one time only draging out of 10-20yrs worth of old ep slips (for those
that have them) to prove the total.
Then you can get a signed X character has now earned 500,000 ep write up
from the GM you proved your total to, to wave at all the future GMs and your
done.
No keeping track of totals for another 8 to 10 yrs or more as slowly by your
modifer down.
No periodic draging out of ep slips or having do tiresome character audits
every few years.
And there is still a light at the end of the tunnel for those of us with
Racial modifers.

Lets use this set of steps for the decision making process.  Ian suggested
it Errol seconded it and I agree.

The questions I have added address all of the elements of the discussion I
think.

1: Do we want to change the current situation of Racial Mods applying for a
character's entire life? Y/N 
2: If 1=Y, Which of the specific proposals put forward do we like the most? 

A = 200,000 per point /B = 500,000 magic Number method  / C = Sliding Scale
starting at 50,000 ending at 250,000 


3: Do we want to put the prefered proposal in place? Y/N 

(Note that this is basically what happened for the NZ Electoral system
change.) 

If 1=Y but 3=N, then we can develop more acceptable proposals. 

4: Do we make it retrospective?  Y/N

5: Do we make some system to continue with an EM multiplier and spend that
portion of your ep on new hoopy abilities?  Y/N

I would like to put to the Agenda an amendment to the Racial Modifier
change.

 

Racial Modifiers

A Racial Modifier that is not 1.0 will be reduced to 1.0 according to the
following Scale.


1.5 to 1.4: 50,000 raw
1.4 to 1.3: 100,000 raw
1.3 to 1.2: 150,000 raw
1.2 to 1.1: 200,000 raw

It is possible that some people will vote "yes" to 1 because they prefer
their favoured RM reduction system to the current rule, but "no" to 3
because another RM reduction system was chosen at step 2, which they
think is inferior to the current rule.

Question 3 is so we can have the situation of "Things should change, but we
don't think what has been put forward in the last 2 weeks gives the best
solution that we are going to get."

I think it is a better method than having one vote that puts the current
situation on the same standing as 3 other ways of doing things, or having to
chose NOW between options for addressing a complex, wide-ranging issue that
have been put together in a relative hurry.

Ian suggested votes on individual aspects of new methods (including the EP
values involved). I'm suggesting voting on specific, complete proposals. IMO
There are methods that have been proposed that are reasonable, but grossly
unfair if the wrong EP values are used - I would rather not be in the
situation of voting on such a method when I don't know the EP value that is
going to be used.
 
I think that the retrospective part has such a large impact in this case
that it should be part of the specific proposals. Also, I don't _think_ that
anyone is currently advocating refunding EP already spent/lost.
 
I worded the other votes widely enough so that 5 below could be a future
proposal (if the ones that have been put forward don't pass). If 3 and 5
both pass, we end up with an awkward limbo.
 
I also think that it would be OK for a proposal that failed at September to
be re-submitted at December. This is mainly because the relatively short
timeframes so far haven't given us enough time to trash out options.  People
may think that a better solution to this issue has a good chance of being
thought up given a couple of months - any such proposals should be able to
be put against proposals already submitted. I think it would be a mistake to
have the current proposals being in a position of "if not passed at
September then can't be voted on again."

Simpler yes, fairer, I don't think so.

If a majority of people don't think there is a problem, then we stop
spending time thinking up unwanted solutions.

If a majority of people do think there is a problem, but we don't like the
solutions put forward at this point, then we have a good incentive to put
more work in.

If we are happy with a change put forward now, all good.



A single-round vote between the current situation and 3 alternatives could
easily leave most of the people present unhappy with the result, and no
clear signals on what we should do next.

For example, the Australians recently had a vote on becoming a Republic.
However it was a straight vote between the current setup, and a system that
gave existing politians a lot of power. The current system won, even though
a majority of Australians want to move away from Queen as Head of State -
they just didn't like the choice they were given.

I think that the retrospective part has such a large impact in this case
that it should be part of the specific proposals. Also, I don't _think_ that
anyone is currently advocating refunding EP already spent/lost.

 

Except that it would be no good if the most preferred proposal was not voted
in because it stipulated a retrospective ep evaluation which made it
unacceptable.  Weather we need Ians step 5 at this time I'm not sure.

I worded the other votes widely enough so that 5 below could be a future
proposal (if the ones that have been put forward don't pass). If 3 and 5
both pass, we end up with an awkward limbo.

 

I also think that it would be OK for a proposal that failed at September to
be re-submitted at December. This is mainly because the relatively short
timeframes so far haven't given us enough time to trash out options.  People
may think that a better solution to this issue has a good chance of being
thought up given a couple of months - any such proposals should be able to
be put against proposals already submitted. I think it would be a mistake to
have the current proposals being in a position of "if not passed at
September then can't be voted on again."

1: Do we want to change the current situation of Racial Mods applying for a
character's entire life? Y/N 
2: If 1=Y, Which of the specific proposals put forward do we like the most? 

A = 200,000 per point /B = 500,000 magic Number method  / C = Sliding Scale
starting at 50,000 ending at 250,000 


3: Do we want to put the prefered proposal in place? Y/N 

(Note that this is basically what happened for the NZ Electoral system
change.) 

If 1=Y but 3=N, then we can develop more acceptable proposals. 

4: Do we make it retrospective?  Y/N

5: Do we make some system to continue with an EM multiplier and spend that
portion of your ep on new hoopy abilities?  Y/N

Hi,

What is the problem with racial modifiers? It is true that the RM deters
people from taking non-human characters, but parties still often look like
the Fellowship (which had 2 humans out of 9) - and humans are the only race
we can really understand / role-play / identify with. Is it just that people
taking non-humans as their first (or near-first) character didn't understand
the cost? If so, is this just a matter of education for the future? Are
people so hard-done by from RM? It seems that many of the old (15-25 year)
characters in play are non-human, so in practise it doesn't seem that
broken. Why are people suddenly bitter now? - have they talked themselves
into a state of righteous indignation over a perceived (or possibly actual)
slight? Or what has brought this to a head? Possibly the number of giants in
play? ( which should be well below 6% - but that's another issue). Should we
just change the Giant & Shapechanger EM by 0.2 instead?

 

This is a serious set of questions (as well as a little bit of a diatribe).
If everyone has the same specific problem, we may be able to produce a
specific solution. If everyone has a different problem, then either a
wide-ranging solution such as those proposed may be best, or maybe there is
no single solution for the problems. People seem to be baying for a
solution, not identifying the problem, and that's sometimes a sign of
popularist politics, or irrational mass movements, or other sociological
phenomena. I want us to stop and think if we are all addressing the same
issue.

Historical precedent is not the best reason to keep a given rule :)

Perhaps I could turn around your questions and ask "what is the problem 
with *not* having any racial modifiers at all?"  In other words, how and 
why do we justify *having* them?  How is the game better by having RM? 
What purpose do they serve?

In DQ, EXP and time are the two main constraints that restrict character 
development (the treasure you get from your GM is another major one, but 
that is really another can of worms).  By giving someone less exp than 
normal, their character develops slower.  At the end of a game, some 
players get to develop their character more than others.  The RM 
dictates that.

Why do we (collectively) believe that characters that are non-human 
*should* develop slower and why do we think that it makes the game more 
fun for anyone?

Personally, I don't see the RM as any more justifiable than giving 
players less exp because their character is left-handed or is or noble 
birth.  People that have a college have more abilities than those 
without a college.  How about we apply an exp penalty to anyone that has 
a college :)

I propose that we simply eliminate the racial modifier entirely and 
allow people to role-play the character that they want without penalty.

Can we add a point to the discussion - if the vote is successful in changing
the modifier.

   1. Existing current characters stay as they are with no change to EM
   as they are who they are.
   2. New PC's can have the change from that point forward.

This will make the book keeping issue easy as there won't be one for anyone
but new PC's and the existing characters keep the race (with benefits they
have enjoyed for some time - many years for the majority), persona and other
characteristics of their character.

In a long term campaign the racial abilities must be paid for at some point

WHY?  Because why should some PC's be penalized forever, its like being put
into the stocks FOREVER, not that some PC's don't seem to deserve it and
they generally do seem to be the ones that are more than human.   Also
Losing EP for no reason is very sad and depressing IMV it would lighten my
world to know one day my elf will grow out of his 1.2

What is the problem with racial modifiers? It is true that the RM deters
people from taking non-human characters, but parties still often look like
the Fellowship (which had 2 humans out of 9) - and humans are the only race
we can really understand / role-play / identify with. Is it just that people
taking non-humans as their first (or near-first) character didn't understand
the cost? If so, is this just a matter of education for the future? Are
people so hard-done by from RM? It seems that many of the old (15-25 year)
characters in play are non-human, so in practise it doesn't seem that
broken. Why are people suddenly bitter now? - have they talked themselves
into a state of righteous indignation over a perceived (or possibly actual)
slight? Or what has brought this to a head? Possibly the number of giants in
play? ( which should be well below 6% - but that's another issue). Should we
just change the Giant & Shapechanger EM by 0.2 instead?

 

This is a serious set of questions (as well as a little bit of a diatribe).
If everyone has the same specific problem, we may be able to produce a
specific solution. If everyone has a different problem, then either a
wide-ranging solution such as those proposed may be best, or maybe there is
no single solution for the problems. People seem to be baying for a
solution, not identifying the problem, and that's sometimes a sign of
popularist politics, or irrational mass movements, or other sociological
phenomena. I want us to stop and think if we are all addressing the same
issue.

Hamish, do you support making it retrospective?
Do you have reasons to back it up that outweigh the issues raised against this idea?

Jono had this as part of his original proposal but withdrew it after discussion.

I ask because I see no point in having something on the agenda that nobody actually wants and
nobody will vote for.
